Functioning leadership qualities is much needed, it is a very important in the government. In fact, good leadership relies on good judgement, if anything was to go wrong, the characteristic would benefit its self. Not just good judgement is needed, flexible, cooperation, an open mind, a real go-getta. A person that knows their right from wrong, and always has respect, honesty, and justice for the people. Being a good listener and taking everyone's oponion and just not their own, shows maturity. Many leaders have these basic qualities, it is very important that they do, or else it would be very hard for others and might turn into a democracy. All leaders should share the same basic qualities, especially if they want to be a well functioning government. If you do not have any of these qualities, you might actually not be a leader and in stead may just be wasting yours and everyone elses valuable time. Leaders should all know what they will be getting into, and should strive and fight to be the best leader but while showing respect, honesty, justice, truth, and etc. That in my mind is well functioning qualities of a good leader for a well being gov. as well.
